Pennsylvania Multi-Year Fishing Licenses

Pennsylvania Trout Permit

Pennsylvania requires a separate Trout Permit for anglers who plan to fish for brook trout, brown trout, or rainbow trout in Pennsylvania waters. A standard Pennsylvania fishing license alone does not cover trout fishing. The permit is also required when fishing stocked trout waters designated between February 16 and May 31.

The Trout Permit costs $14.97 for both residents and nonresidents and is available through the PFBC online licensing system. A Combination Trout and Lake Erie Permit is available for $20.97 for anglers who need both.

Pennsylvania is well known for its stocked trout fishing program, stocking approximately 3.2 million adult trout in 684 streams and 130 lakes statewide in 2026. Wild trout streams are found throughout central Pennsylvania, the Pocono Mountains, and the northern tier.

Pennsylvania Lake Erie Permit

Anglers fishing Pennsylvania’s Lake Erie waters — including the open lake, Presque Isle Bay, and their tributaries — need a separate Lake Erie Permit in addition to a standard Pennsylvania fishing license.


The Lake Erie Permit costs $9.97 for both residents and nonresidents. A Senior Lifetime Lake Erie Permit is available for $9.97. A Combination Trout and Lake Erie Permit covering both requirements is available for $20.97.

Lake Erie is a popular destination for walleye, yellow perch, and steelhead fishing in Pennsylvania. Anglers visiting Erie from other states should purchase a nonresident Pennsylvania fishing license plus the Lake Erie Permit before fishing.

Who Needs a Pennsylvania Fishing License?

Most anglers age 16 and older need a valid Pennsylvania fishing license while fishing public waters.

  • Pennsylvania residents age 16–64 need a resident fishing license ($27.97 annual)
  • Pennsylvania residents age 65+ qualify for a discounted senior annual license ($14.47)
  • Nonresidents age 16+ need a nonresident Pennsylvania fishing license ($60.97 annual)
  • Children under 16 do not need a fishing license in Pennsylvania (a voluntary youth license is available for $2.97)

Pennsylvania Nonresident Fishing License

Out-of-state anglers fishing in Pennsylvania must purchase a nonresident fishing license through the PFBC. Pennsylvania attracts nonresident anglers for Lake Erie walleye and perch fishing, wild trout fishing in the limestone streams of central Pennsylvania, Pocono Mountain fishing, and Delaware River and Susquehanna River fishing.

Nonresident options include an annual license at $60.97, a 7-day tourist license at $39.47, and a 3-day tourist license at $31.97. A 1-day tourist license is also available at $31.97 and includes both Trout and Lake Erie permits (not valid March 15–April 30). Nonresidents fishing for trout also need the Trout Permit at $14.97.

Pennsylvania Fishing License Expiration

Pennsylvania annual fishing licenses are valid through December 31 each year and are available for purchase starting December 1 of the prior year. Short-term licenses (1-day, 3-day, 7-day) are not valid in this extended window.

Anglers who purchase late in the year — in October, November, or December — receive less than a full year of coverage at the annual price. A short-term tourist license or multi-year license may be more cost-effective in those cases.

Pennsylvania designates two Fish-for-Free Days each year when anyone — resident or nonresident — can fish Pennsylvania public waters without a fishing license. On these days, the Trout/Salmon Permit and Lake Erie Permit are also not required. All other fishing regulations still apply.
