What Is DECALS?
DECALS stands for DEC Automated License Sales and is the official online licensing system operated by the New York State Department of Environmental Conservation. It is used to purchase, renew, and manage New York fishing licenses, hunting licenses, and related outdoor permits.
If you are searching for “NY DEC fishing license,” “DEC fishing license New York,” “DECALS fishing license,” or “NY DEC license system,” the official portal is licenses.dec.ny.gov.
Note on license format: As of August 2024, all New York fishing, hunting, and trapping licenses transitioned from special valeron stock to plain paper. Licenses purchased online can be emailed and printed at home. License Issuing Agents may charge a $1 print fee for printed transactions. Online or phone purchases are subject to a $2 printing/mailing fee if mailed — this fee can be avoided by choosing email delivery and printing at home.

New York Saltwater Fishing Registry
New York does not require a separate paid saltwater fishing license. However, anglers who fish New York saltwater — including the Atlantic Ocean, Long Island Sound, New York Harbor, the Hudson River below the Federal Dam at Troy, and other tidal waters — must register with the New York Recreational Marine Fishing Registry.
The registry is free but registration is required. Anglers fishing both freshwater and saltwater in New York need both a freshwater fishing license and a saltwater registry registration. The registry is valid for one full year (365 days) from the date of registration and must be renewed annually.
See our saltwater fishing license guide for more on coastal fishing requirements by state.

Who Needs a New York Fishing License?
Most anglers age 16 and older need a valid New York fishing license while fishing freshwater public waters. The requirement covers more than just keeping fish — it applies to several fishing methods and species categories.
You need a fishing license if you are 16 or older and fishing for:
- Freshwater fish species by angling, spearing, hooking, longbow, or tip-ups
- Frog species by spearing, catching with the hands, club, or hook
- Freshwater baitfish for personal use
- New York residents age 16–69 need a resident fishing license ($25.00 annual)
- New York residents age 70+ can obtain a reduced-fee annual fishing license ($5.00)
- Nonresidents age 16+ need a nonresident New York fishing license
- Children under 16 do not need a fishing license in New York
- Saltwater anglers of all eligible ages must register with the free saltwater registry

New York Fishing License Exemptions
Certain anglers do not need a New York freshwater fishing license. NY DEC lists the following exemptions:
- Children under 16 — no fishing license required
- Free Fishing Days — license waived on designated days (regulations still apply)
- Free learn-to-fish clinics — participants at DEC-approved free fishing clinics are exempt
- Licensed fishing preserves — fishing on a licensed preserve does not require a standard freshwater license
- Resident farmers — resident landowners primarily engaged in farming, including lessees and immediate family, when fishing on occupied and cultivated farm lands
- Farm fish pond license holders — and their immediate family members when fishing waters covered by that license
- Native American reservation land — Native Americans living and fishing on reservation land
- VA hospital patients — patients residing at a qualifying U.S. Veterans Administration hospital or facility in New York State
Free and Reduced-Fee New York Fishing Licenses
NY DEC offers free or reduced-fee annual fishing licenses for certain qualifying residents. You may qualify if you are:
- Active duty military
- Military veteran with 40% or greater disability
- Senior citizen age 70 or older ($5.00 annual fee)
- Legally blind
- Full-time nonresident student attending a New York State college or university
Eligibility requirements and required documents vary by category. Verify current qualifications through the official NY DEC free and reduced-fee license page.
New York Nonresident Fishing License
Out-of-state anglers fishing New York freshwater must purchase a nonresident fishing license through DECALS. New York is a major fishing destination for nonresident anglers due to its Finger Lakes, Lake Ontario, Lake Erie, the Adirondacks, the Catskills, the Hudson River, world-class trout streams, and salmon fishing opportunities.
Nonresident options include an annual license at $50.00, a 7-day license at $28.00, and a 1-day license at $10.00. All nonresident licenses can be purchased online through DECALS. A license from another state does not replace a New York freshwater fishing license.

New York Fishing License Expiration
New York annual fishing licenses are valid for 365 days from the date of purchase or renewal — not a fixed calendar year. This means your license expiration date depends on when you buy it, not a set statewide date.
Short-term licenses (7-day and 1-day) are counted from the date of purchase. The 7-day or 1-day license may be more cost-effective if you are only planning one or two outings.

New York Border Water Fishing Rules
A New York fishing license does not automatically cover the non-New York portion of border waters. If you are fishing near Canada, Vermont, Pennsylvania, New Jersey, or Connecticut, check the specific rules for each water body before fishing.
| Water Body | Bordering State or Province | NY License Covers Non-NY Portion? |
|---|---|---|
| Lake Ontario | Ontario | No |
| Lake Erie | Ontario, Pennsylvania | No |
| St. Lawrence River | Ontario, Quebec | No |
| Niagara River | Ontario | No |
| Lake Champlain | Quebec, Vermont | See NY DEC reciprocal license page |
| Delaware River & West Branch (boundary) | Pennsylvania | Yes |
| Greenwood Lake | New Jersey | Yes — from boat or ice only |
| Indian Lake | Connecticut | Yes — from boat or ice only |
Always verify current border-water rules through the official NY DEC fishing license page before fishing near state or provincial lines.
