California Saltwater, Ocean, and Pier Fishing Rules
California does not require a separate saltwater fishing license. A standard California sport fishing license covers both freshwater and saltwater fishing, including ocean, bay, pier, surf, and rock fishing throughout the state.
California also allows fishing from certain public ocean piers without a sport fishing license. A public pier must be publicly owned, have unrestricted free public access, and be built primarily for angling access to ocean waters. All other regulations still apply when fishing from a public pier, and report cards are still required for applicable species even when no license is needed.
Anglers targeting certain species need additional validations or report cards in addition to a base sport fishing license:
- Ocean Enhancement Validation — $7.30; required to fish in ocean waters south of Point Arguello (Santa Barbara County). Not required with 1-day or 2-day licenses.
- Second Rod Validation — $20.26; required to fish with two rods in inland waters
- North Coast Salmon Report Card — $9.21; required for salmon in the Smith, Klamath, and Trinity River systems
- Steelhead Report Card — $10.29; required for steelhead in inland waters
- Sturgeon Fishing Report Card — $8.13; required for all sturgeon fishing (catch-and-release only under current regulations)
- Spiny Lobster Report Card — $12.70; required for all persons taking spiny lobster

California sport fishing licenses are valid for 365 days from the date of purchase — not a fixed calendar year. For example, a license purchased on June 1, 2026 is valid through May 31, 2027.
Because the license follows a rolling 365-day period, there is no longer a “bad time” to buy — you always get a full year. Short-term licenses (1-day, 2-day, 10-day) are still the best value for occasional visitors.
